I am an Assistant Professor (with tenure) at the University of Rouen Normandy, affiliated with the LERN research center. Before joining LERN, I was a postdoctoral fellow at NEOMA Business School. I earned my PhD at the Governance and Regulation Chair of Université Paris Dauphine – PSL. Prior to my PhD, I completed the APE Master’s program at the Paris School of Economics and a Master’s degree in Economics at ITAM in Mexico. I also worked as a Junior Analyst at the Mexican Petroleum Fund, a branch of the Central Bank. My research lies at the intersection of regulatory economics, industrial organization, and public management, with a particular focus on the ecological transition and digital transformation. It is structured around two core areas: (1) assessing regulatory frameworks for the integration of emerging digital platforms, and (2) enhancing public procurement regulations to better support broader policy objectives.

This paper examines Paris’s mandatory parking rules for dockless e-scooters using a large geolocation dataset. Designated bays reduce clutter but lower accessibility. A multicriteria analysis reveals persistent mis-parking and parking bay congestion.



Road transport is highly carbon-intensive, making carpooling a promising but ambiguous mitigation tool. Using French data, we show carbon pricing boosts the occupancy rates by encouraging drivers to shift to passengers further cuts emissions.
